All States have a Statewide Independent Living Council that is supposed to be made up of a majority of people with disabilities who are not working for a CIL or representing the state. In Indiana the council has not even met basic membership requirements.
Instead individuals who have direct fiscal conflicts of interest such as CIL directors and those seeking a CIL have used positions on the council not to ensure the best interests of people with disabilities in Indiana, but rather to ensure their own security by using their positions to make sure they get funding and to keep information such as what money is actually being spent on from being discussed.
The council works hard to keep their activities hidden from the public in Indiana -- they go out of their way to ensure that people do not know what is going on.
